USCIS has released a policy memo that will guide how Notices to Appear (NTAs) are issued for inadmissible and removable noncitizens. USCIS will no longer make exceptions for certain groups of removable noncitizens, meaning cases can now be referred to ICE and NTAs can be issued. It covers situations where NTAs must be issued by law or regulation, as well as cases involving national security, criminal activity, fraud, Temporary Protected Status (TPS), noncitizens without legal status, and other special circumstances.
